Background
Severe weather events, especially those between 2010 and 2012, challenged the electrical system’s resiliency and led to increased customer interruptions due to major events.
Mayor’s Executive Order established a Task Force to evaluate options to improve resiliency during severe weather events.The Task Force recommended to move underground the primary and lateral lines of the least reliable feeders in Wards 3, 4, 5, 7 and 8.
Electric Company Infrastructure Improvement Financing Act of 2014 became law on May 3, 2014
and was further amended on May 17, 2017.
The Act creates a unique partnership between Pepco and DDOT to bury overhead lines to significantly improve electric service during severe weather conditions.
July 3, 2017: DDOT and Pepco filed the First Biennial Plan and Financing Order Application.Slide27
Background
The Act includes a requirement that Pepco and DDOT make every practical effort to ensure that District of Columbia residents are hired for newly-created jobs that are funded through the DC PLUG initiative surcharges, with a goal of 100%,
and 100% of construction contracts being awarded to District of Columbia businesses, where qualified to perform such work.Pepco will complete the electrical designs and DDOT will complete the civil designs.
